An intensive eight month analysis shows that the states met the 34 state application threshold for a fiscal integrity amending convention. This threshold was not only achieved in 1979, but continued for the next 25 years! And, it was achieved again in 2016-2017 (only eight years ago), but Congress failed to act at anytime.
